And ill say again, SISI changes are just cosmetic ones.
So what is needed to be done? - first of all neutral DEV's standings towards all races ( we all know that is not case atm ) - then complete neutral review of current mechanics - then suggest changes that may actually improve things - then test it on SISI.
I have feeling we had only process 4 here. Processes preceding were lost somewhere on the way.
1 of good changes would be dropping shield boost bonus on all minmatar ships for something more useful like damage bonus. So that ships could be really versatile as you implicate.

The changes CCP makes often give me the feeling that the game designers are not the ones making the changes here, but rather some C++/Python developers with little time, a copy of EFT and a vague task description stating that they should "Do something about Minmatar because customers are complaining".
FFS, CCP get in a ship and try this out yourselves. You have done so many nerfs and buffs over the years that you have no idea anymore what ships are useful unless people complain loudly enough about it, and you certainly have lost the ball when it comes to a clear vision for the races.
It's really ridiculous. Honestly, why the hell does the Naglfar's 3500 artillery have a higher RoF the frigging 1400??????
I'll tell you why: It's because you at CCP changed the Naglfar after years of pilots complaining about it being the wort Dread by far. Now, typically totally ignoring the big picture, you do some dubious at best changes to the large (1200 and 1400) and medium artillery (650 and 720) that leave Minmatar even more fractured than they were. What the hell happened to the fast ships and hit and run?
And your lolomist who does the financial stats wonders why almost no one flies Minnie BS....

The changes are great! and anyoen that tried them on test server can feel it! Only a braindead player would not notice how amazing the new alpha strike is. I tried run missions and in fact my misison time IMPROVED! Sto stop whinning like little childreen before CCP cancel this AMAZING changes to arties
